GH&C Update: Clean Energy Solutions American Recovery and Reinvestment Act Combined Heat and Power Program

September 8, 2010 - Red Bank, NJ - On Tuesday, September 7, 2010, the New Jersey Economic Development Authority (EDA) announced the availability of certain grant funds provided by the American Recovery and Reinvestment Act (ARRA) of 2009, Public Law 111-5, via the State Energy Program (SEP) which is managed by the New Jersey Board of Public Utilities (BPU). The Clean Energy Solutions American Recovery and Reinvestment Act Combined Heat and Power (ARRA CHP) program is anticipated to be an $18 million competitive grant program created to support the development, design and construction of high efficiency commercial, institutional and industrial entity (including public and non-profit entities) combined heat and power projects. The EDA and the BPU are awaiting formal approval of the ARRA CHP program from the United States Department of Energy and the New Jersey Office of Management and Budget, which approvals are anticipated by September 2010. The Fund is open to New Jersey-based combined heat and power (CHP) installation and upgrade projects with electric-generating capacity of greater than 1 megawatt (MW), which enter into commercial operation after January 1, 2011. Projects must be designed to achieve thermal efficiency levels of at least 65% for facilities with up to 20 MW of electric-generating capacity and 70% for those greater than 20 MW. ARRA funds to be awarded will be based on a grant formula of $450/kilowatt (kw) of installed generating capacity to a maximum of $5 million per generating plant. Total federal and state funding may not exceed 50% of the total project cost. Additionally, the project will be required to follow Buy American provisions as set forth in the ARRA, prevailing wage requirements as set forth under the Davis-Bacon and related acts, as well as National Environmental Policy Act (NEPA) requirements. Interested applicants will be required to complete the EDA standard on-line application and supporting attachments. The program launch and application intake is anticipated to be on or about September 13, 2010, and applications must be received by the EDA three weeks after the program launch, anticipated to be on or about October 4, 2010.
