    History

    Founded by John C. Giordano, Jr. in 1959, and joined by his father, John C. Giordano, upon his retirement from the bench after a long and distinguished career as senior Judge of the Monmouth County Court in 1960, Giordano & Giordano maintained offices in the City of Long Branch. In 1964, John R. Halleran joined the Firm and, in conjunction with the formation and opening of First State Bank of Ocean County to which the Firm served as general counsel, a branch office of the Firm was established in Toms River, Ocean County.

    In 1966, having founded a second banking institution in Middletown Township in Monmouth County, the Firm relocated its main offices from Long Branch to Middletown, and in 1967, the firm name was changed to Giordano, Giordano & Halleran. During the next decade, the Firm sustained substantial growth in its clientele and professional staff, with the Toms River office evolving from a branch office serving a major banking client to a full service office with a permanently based full-time staff of attorneys and support personnel which rivaled in size the major law firms in Ocean County. The areas of the Firm’s practice included, in addition to banking, real estate, and general practice, representation of Boards of Education, emerging corporations, and a hospital.

    With the rapidly increasing population in Central Jersey during that period, the Firm gained extensive expertise in Land Use and Development, representing major land developers in the acquisition, zoning and land-planning of real estate for development of many of the large retirement communities in Ocean County, as well as multi-family housing projects and single-family residential subdivisions throughout Central Jersey. During that period, the Firm was one of the first law firms to specialize in the creation and formation of real estate developments under the condominium form of ownership for both residential and commercial uses, and was one of the law firms consulted in the creation of the Planned Real Estate Full Disclosure Act and its Regulations. Among its numerous land use clients were Leisure Technology, Inc., The Mayer Corporation, DCA of New Jersey, Inc., Hovsons, Inc., and Matteo Enterprises. In 1972, the Firm was appointed a general counsel to the New Jersey Shore Builders Association, Inc., a position which it has held continuously to the present day, and serves as associate counsel to the New Jersey Builders Association in specific matters.

    In 1973, Frank R. Ciesla joined the Firm and began the development of the Firm’s Hospital and Health Care practice which has grown to a major department within the Firm. In 1984, the name of the Firm was changed to Giordano, Halleran & Ciesla. Recognized as one of the leading authorities in the ever-changing field of Health Care Law, the Firm serves as general counsel or special counsel to a large number of hospitals and healthcare providers throughout the State.

    During that same period of time, with the State legislative response to continuing land development coming in the form of extensive legislation and administrative regulations governing CAFRA, Pinelands, and freshwater wetlands areas throughout the State, the Firm developed an Environmental Law practice to meet the expanding needs of its builder-developer clients. Under the leadership of Michael J. Gross, the Firm is widely acknowledged as one of the most experienced counsel to applicants seeking any number of the state land development permits required from the Department of Environmental Protection ("DEP"). When George J. Tyler joined the Firm in 1986, after leaving his position as an Assistant Commissioner of DEP, the Environmental Law department expanded its expertise to include contaminated site remediation applications and negotiated cleanup agreements, and defense of administrative and civil claims of site contamination. In 1980, with the advent of the computer age, and with an expanded geographical area of practice serving clients in Land Use, Health Care and general business which extended beyond Monmouth and Ocean Counties, the Firm consolidated its Toms River branch office with its main office in Middletown which had undergone several facility expansions to accommodate the increase in its professional and support staff. During the next decade, the Firm developed an enhanced corporate law practice including public offerings, mergers and acquisitions, and asset sales and purchases, as well as serving as corporate counsel to a growing number of corporations which are both publicly and privately held.

    In 1992, having grown beyond the further expansion capabilities of its present offices, the Firm relocated to its current offices at 125 Half Mile Road in the Lincroft section of Middletown, with direct access to the Garden State Parkway. Today, the Firm has approximately 60 attorneys with a total support staff of 75, and in addition to the various areas of practice previously described, provides experienced legal representation in the fields of banking law, employment law, trusts and estates and matrimonial law.
