
Linda regularly represents developers, property owners, and businesses in obtaining environmental permits and approvals from the New Jersey Department of Environmental Protection and other federal, state, and local agencies. Her permitting experience includes matters arising under the Coastal Area Facility Review Act (CAFRA), the Freshwater Wetlands Protection Act, the Flood Hazard Area Control Act, and New Jersey’s stormwater management regulations, as well as waterfront development, tidelands, and wastewater management requirements. She works closely with project teams to navigate environmental permitting issues for residential, mixed-use, infrastructure, and commercial development projects throughout New Jersey.
Linda also advises clients on development within the jurisdiction of the New Jersey Pinelands Commission and on matters involving the New Jersey Highlands Water Protection and Planning Council, including issues relating to regional land use standards, water quality protections, septic density requirements, and regulatory compliance within these environmentally sensitive regions.
In addition, Linda counsels clients on site remediation and environmental liability issues under state and federal law. Her work includes matters arising under the Industrial Site Recovery Act, the Spill Compensation and Control Act, and the Site Remediation Reform Act, as well as federal remediation matters under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). She has experience advising clients in connection with contaminated properties and Superfund sites, including issues relating to liability, cost allocation, regulatory compliance, and remediation strategy, and works with environmental consultants and regulators to address complex contamination and redevelopment challenges.
Linda also has significant experience representing clients in environmental and land use litigation and administrative proceedings. Her practice includes defending governmental approvals and permits against third-party challenges and handling appeals involving environmental and development approvals before the Superior Court of New Jersey, Appellate Division. She works with project teams and technical consultants to develop litigation strategies in matters involving complex regulatory and administrative records.
Beyond regulatory and litigation matters, Linda assists clients with all aspects of real estate transactions related to development projects, including environmental due diligence, acquisition and disposition of property, contract negotiation, title review, and closing.
Linda serves as Co-Chair of the firm’s Diversity, Equity and Inclusion Committee. She is a member of the New Jersey State Bar Association and the Asian Pacific American Lawyers Association of New Jersey.

Other Professional and Personal Information
While attending Rutgers School of Law – Newark, Linda was the Editor-in-Chief of the Rutgers Law Review, a member of the Moot Court Board, and a teaching associate for the Legal Analysis Writing and Research Skills program. After graduating from law school, Linda served as a law clerk to the Honorable Marianne Espinosa in the Appellate Division of the Superior Court of New Jersey. Prior to joining the firm, Linda was an associate at a national law firm with her practice focused on commercial litigation and insurance defense matters.
